Hello, sorry for the delay! As a temporary workaround, could you please add environment variable $LC_TYPE into Run/Debug Configuration. See my screenshot. Anyway I've filed a new bug: https://youtrack.jetbrains.com/issue/RUBY-20235. Please vote it.
