No "Create Conda Env" option

After installing Miniconda to C:\Users\user\AppData\Local\Continuum\miniconda3 I don't see the "Create Conda Env" option outlined in the docs.

The answer was that Conda was not installed in an expected place but no mention of where the expected place is. Is it because I didn't install the full Anaconda perhaps?
