Local package index is not recognized

I am running a linux server that serves as a local python package index.  When I try to pip install from the URL, all works as expected.  When I use that same URL in Manage Repositories dialog, no packages appear in the Available Packages dialog.  Why is this? I am using PyCharm 2017.3.
