Is either of these distribution channels official and maintained by JetBrains, or are they maintained by the community?

Flatpack distribution (1st) is not managed by jetbrains. See https://github.com/flathub/com.jetbrains.IntelliJ-IDEA-Ultimate
Snap (2nd) is an official channel of distribution.
