pyAddSdkProvider support broken in Pycharm CE after the 2022.2 release

I have written a plugin for PyCharm CE which used the pyAddSdkProvider extension point to allow a custom interpreter to be installed. The plugin loads in 2022.1.4 but in no PyCharm version after that. This regression appears related to the work done to support remote pytjhon environments. Remote Python environments are a PyCharm Pro feature of course but the regression appears in version of PyCharm CE which matches this release version
