I am having the same issue since I updated to 2023.2. If I open webstorm from a project directly from the CLI goes fine, but "just" opening webstorm without selecting a project results in hanging in the splash screen.

Unfortunately, for some reason, the logs don't contain thread dump collected automatically by IDE during the freezes. Please could you try getting thread dumps so that we can see what happens? When the IDE 'freezes', please use the IDE main menu Help | Diagnostic Tools | Dump threads or use jstack section here if you can't click that menu, and capture thread dumps every 5–10 seconds (2-3 dumps would be enough), then submit them in a new youtrack ticket (https://youtrack.jetbrains.com/newIssue?project=WEB).
Please share the ~/Library/Logs/JetBrains/WebStorm2023.2 folder content after reproducing the issue

Looks like I will now delete this folder to see if it resolves issues.
Neither deleting the caches or the logs folder from my ~/Library folder works.
Please disable the Nx Console plugin and restart the IDE - does it help?
