Plugin to download issues into YouTrack

I understand that the integrations with Bitbucket do not download issues.  Is it possible to write a plugin that will do this? If so will that plugin have to use Youtrack Server or can you extend the IDEA Youtrack plugin to directly download the issues into IDEA?  I have been looking at the REST API and it seems to have the endpoints to do this.
