Jetbrains IntelliJ Auto-Provisioning Administration

Hello,

Do Jetbrains IDE's have an Administration console to auto-provision settings and plugins?
My company deals with restricted medical patient data which is protected under U.S. HIPAA laws and there are some plugins that could potentially share this data outside with untrusted partners. 
We would like to be able to provision every developers Jetbrains IDE's with known and trusted settings/plugins, Is there an Administration console for Jetbrains IDE's to do this?
