How do I turn off the automatic documenation on the right panel?

No matter what I do, I cannot disable and turn off the automatic documentation as I type in IntelliJ.
My current version is:
The documentation I am referring to is at the bottom of this image. The workstation I have at my office is extremely slow and turning off extra features would help.

Quick Documentation popup behavior can be controlled as per described here https://www.jetbrains.com/help/idea/viewing-reference-information.html#disable-auto-quick-documentation
Please try to disable the option `Settings / Preferences | Editor | Code Editing | Show quick documentation on hover`

I've tried that several times but it keeps coming back. I can't predict when it comes back but it seems to magically show up.
