I have experienced the same. my computer system is 13th Gen Intel(R) Core(TM) i5-13450HX 2.40 GHz, 8.00 GB (7.71 GB usable) RAM, a 64-bit operating system, x64-based processor and a Windows 11. The version I installed is pycharm-community-2024.1.4-aarch64. Anybody could help me please.
Hey Werfox2012, You have an x64 (Intel) system, and your PyCharm is for aarch64 (ARM). Please download the installer for non-arm systems (.exe Windows) and check if it works as expected.
Actually I already fixed it. The latest version is not compatible in my system but the 2023 version is running. Im already using it and was able to start coding. Thank you and God bless us all. 🙏

Please make sure that you downloaded a compatible version with your computer architecture (for example in case you have ARM64) - https://www.jetbrains.com/pycharm/download/other.html
Alternatively you may try to use JetBrains Toolbox - https://www.jetbrains.com/toolbox-app/
