[NewUI] How can I add "Modify Run Configuration" to Debug Header Toolbar?

“Modify Run Configuration…” is available under the three dot icon (…) in NewUI, while in the old UI it was quickly accessible as a spanner button .
So I'd like to add this as a button in the Run/Debug header toolbar. But I cannot find the corresponding action in the "Add Action" dialog. How can I do this?

Unfortunately, it is not possible right now: https://youtrack.jetbrains.com/issue/IJPL-11584.
Please vote for it and follow for progress updates. You can add the Edit Configurations.. action, but it is not the same as Modify Run Configuration. Apologies for the inconvenience.
