(Ultimate) Reinstalled IDEA, missing project generators and build system options

IDEAU got corrupted by an update so I reinstalled it.
Noticed instantly that there were no project generator options (such as Spring Initializr), also when making a new project there's no options to choose a build system besides IntelliJ.
What I've tried:
1. Updated the IDE
2. Downgraded
3. Reinstall without deleting cache, settings, local history
4. Reinstall with that
I checked my license and it shows it's valid. It's also confirmed ultimate version and not community.

(Backup all directories if needed)
1. Remove Plugin Directory
2. Remove System Directory
3. Remove Configuration Directory
