[PhpStorm Rebase branch pop-up] "4.Specify the new base and the commits you want to apply." But I don't see any commits choice to select in this window.
With a Rebasing a Branch to a Specific Commit there is a point 4. saying "From the Onto drop-down list, select the required branch and specify the commit to move the base to."
How to specify the commit?

You don't specify a commit, you specify a branch, its last commit is taken.
