RubyMine 2016.3 EAP does not find rsync

Hi,

I have installed locally rsync on windows10 but RubyMine does not see it. I have tried to install cygwin rsync and cwRsync with 
the same effect. In the "Configure Remote Ruby Interpreter" window displayed text "To reduce download time install utility: RSync"
The environment variable PATH contains path to rsync binary
