Project Interpreter Package Updates

The interpreter shows all packages in the venv environment and two that require updating. If I update to the latest, PyCharm goes through the motions of installing the packages, however the old versions remain in the venv.
Is this a bug or expected? How do I upgrade packages in the venv?
