Tooltips appear too fast over some items in the editor (e.g., over TODO items). Is there a way to control the tooltip delay?

The delay is not currently configurable. Feel free to vote for http://youtrack.jetbrains.com/issue/IDEA-80482

It's been configurable for a while now, but has no effect w/ pycharm for linux.
