Unable to drag tabbed editor

I seem to have lost the ability to most tabbed editor windows.  I'm not sure if this occurred at 4.0 or afterward.

Normally I should be able to left click and drag my open tabbed files, including detaching from the main application into it's own editor window.

Does anyone have some idea as to what I might be looking for to fix this?
