Still have this error, even after reading https://www.jetbrains.com/help/idea/2016.2/prerequisites-for-android-development.html
I've done everything as described in the article, but it did't help.
Perhaps in step five I need to select all packages?

Run Android SDK Manager and ensure you have installed Android SDK Tools, Android SDK Platform-tools and Android SDK Build-tools. Probably you have the old version of the Build-tools.
Please also try 2016.3 EAP: https://confluence.jetbrains.com/display/IDEADEV/IDEA+2016.3+EAP.

Try 24.0.3 Build-tools and 24 API. Later versions may work only with 2016.3.

If emulator doesn't start from AVD, you will not be able to use it from any IDE and the bug should be reported at https://code.google.com/p/android/issues
