In the same project side by side 14.1.7 can resolve all Maven dependencies.
In the same project in IDEA 2016.3 all dependencies are red and I cannot build anything.
Already tried invalidate/caches and restart.

Had the same problem (just with Actionscript)... strangely everything started to work after removing the log file... Wanted to post a clean one here...
