Why Move statements(lines) up or down have strange behavior?
In Rubymine unlike Netbeans the move lines option is not easy,
if you moving line out of scope, it can't returns,
there is any option to do this like netbeans, basic moving, just the line that you have selected will move up or down?

In the next RubyMine version we are going to split move line and move statement actions. You'll be able to try it in the next version RubyMine EAP builds coming soon.
