Jboss Recompliles everytime

I am using the Jboss plugin

Every time a make a change to a JSP, everything recompiles

I am configured with an exploded WAR and expected that I would only have to recompile the affected pages.

Is anyone else experiencing this?
Is there a configuration that I am missing?
