CommitSession.setAdditionalConfigurationUI() called twice

It seems that CommitSession.getAdditionalConfigurationUI(Collection
changes, String commitMessage) is being called twice when triggered from
the Commit Changes dialog (I'm using 90.193 but I don't think the problem
is unique to that build). Is this to be expected?
