I prefer the perforcedirect plugin, it integrates directly with perforce. All changes are immediately reflected in your changelist. The other one integrates with the intellij vcs system, I found it confusing as you have two different states (IntelliJs and Perforces) that didn't always match up.

You have to submit the changelist through the perforce client. I actually prefer it that way, I like to verify the changelist in perforce and we attach jobs to our changelists (our perforce is integrated with bugzilla).
