Specify all tags of Plugin.xml

The only hope for plugin developers is Plugin.xml. How can I specify classpath for jars external to the lib folder in "MyPlugin" folder? I am developing a plugin which has to access classes placed in other applications.

Also I could not find any documentation to specify all the tags and their attributes in Plugin.xml.
