Open Task dialog has "no suggestion"

I think it's a IDEA-69306. Check idea log for the reported exception.

I already forgot how to use completion in task list and put issue id directly in the box. Then the issue is fetched and correct changelist created.

Please look at http://youtrack.jetbrains.net/issue/IDEA-70997 and try
attached jar to fix the problem.
