Download Problem

As a country of third world , our internet connection is not available. As well as the data transfer speed is too much slow. When we are trying to download IDEs, we suffer a lot. 200++ Mb is more enough for us.Some website give the facility to download their product more than 300 kbps (May be their server speed).We just want that kind of facility here.
