Help: Keyboard shortcut for 'Select current file or symbol in any view' no longer works

For years I've been using Alt+F1 to navigate from an open class to the Project tree, so I could easily see where this particular class was in relation to the rest of the project.
However, for some unexplained reason, the shortcut no longer works. I have defined a second shortcut to test, as Ctrl + Alt + Shift + F1. This shortcut works sometimes only, others it's completely ignored.
I'm on a new machine, so this has never worked correctly on this box. I'm using Windows XP 32bit. This works perfectly at home on my Linux box, so it must be either a Windows XP issue, or an environment problem
Can anyone offer any pointers to solve this problem? this really is bugging me

It's possible that you have some utility running on your machine that intercepts the Alt-F1 keyboard shortcut on the level of the entire OS.
It is possible, and I thought of that. The problem is, how do I find out what it is??:|
Tracking down an unknown hotkey mapping can be a real hassle. My graphics card control panel was intercepting Ctrl+Alt+C (introduce constant). I spent hours tying to track down what was intercepting that. Via a Google search, I found a utility called Hotkey Commander. I found it extremely useful. It shows all hot keys registered at the OS level in windows, and allows you to easily disable or override them. It's a commercial piece of software ($15 US), but does have a 15 day trial. The same company also makes a free program called Hotkey Explorer that only reports hotkey assignments. But it does not report all of them. I was unable to track down a hotkey thief using Hotkey Explorer that I quickly tracked down with Hotkey Commander.
