Ant XML with encoding required?
I found that with new ANT support for IDEA 6.0, I am required to put "encoding"
in xml processing instruction tag. If I don't have one, I will see a lot
of syntax errors in ANT file. Is that intentional?

No, most likely it's a bug. Could you please file a JIRA issue?
