If it's an IDEADEV bug, that means JB count on fixing before release. I
don't think votes influence anything at this point, although maybe they
can help it slipping from the schedule.
IDEABKL however ...
I'm not sure if there have been any success stories for lobbying to get
a bug from BKL to DEV.

Actually, many bugs from the Back Log have been fixed. And this is one
of them! Diff window not remembering white space settings is fixed in
build #3355. See:

It happens quite often that a Back Log bug is unknowingly resubmitted
and moved to Development. For another example: the "Remove hostwap
results indication in mesages toolwindow" issue was a Back Log issue too.
