Bug Reporter submit button disabled

I have IDEA 10.0.2 installed at work and at home. At work, the Bug Reporter dialog that pops up when an error occurs has a Submit button which sends the exception to JetBrains. However, at home, that button is disabled. I have not been able to figure out why or how to enable it. Any ideas?

The button is disabled if the exception occurs in a third-party plugin.

The errors I'm encountering are mainly in the Scala plugin, which I wouldn't consider a 3rd party plugin. And some don't seem to include the plugin in the stacktrace at all, like http://youtrack.jetbrains.net/issue/SCL-2955, and even in these cases the button is still disabled.
