junit runner triggers "Import settings.." dialog once.

Has anybody noticed this new - since 1131 ? - behaviour, when testing plugins?
It started happening a few builds ago, and I think it started happening at the same time as


Note:
- it happens only once per new IDEA build
- I always install new builds in a separate directory, and import my old settings.
