Ability to share global library definitions?

Are there plans for this and/or is there an issue for this feature?

ie, Ability to define location of global library definitions in a place
other than the idea installation directory (which is generally unique to
each developer thus not global in any real sense).

Yes, it's an important feature and we wish to implement it. BTW is there
such request in the tracker?

I can't find one. I was pretty sure I submitted a request to allow /all/
config files to reference via an url, but I cant' file that either. So:
