IDEA #10624 reindexes complete m2 repository on startup

Hi, I want to elevate the visibility of http://jetbrains.net/jira/browse/IDEA-24105 and potentially collect more data if anyone else observed this behavior. It's critical IDEA's maven plugin doesn't try stunts like this on every startup. In my case going through 4.5 GB repo is beyond overkill.
