Project specific file templates?

Am I missing something or is it not possible to define file templates at project level?
I'm working on a web application that has a fixed layout and includes for every page. As it is I seem to be able to define templates only at IDE level, despite this template being useless outside project scope (include of project taglibs, JSP fragments, etc.).

If not possible, it would make a fine addition to a future release.
