automatically reformat before commit

Is it possible to have files automatically reformatted on commit? If
so, where do I enable this option?

Yes. You enable the option in the right hand side of the commit dialog.

Unfortunately, I seem to have disabled the commit dialog. Is there some way I can make it appear again, so I can select that option?

How do you invoke the commit operation? IDEA doesn't have an option of disabling
the commit dialog.
