It will be enabled automatically if the project contains at least one of J2EE modules: Web, Application or EJB.

And to do that, choose File|New Module... then choose web module, and
setup a new web module. Once you do that you're rolling. It's pretty
easy one you do it once or twice. it throws you for a cruve the first
couple of times, mainly because it is so different from 3.x.

Look at the J2EE forum, a recent post by Glen Stampoulis posted and
example project. Dunno if it's the simple of complex kind, but Glen
said it works.

I've got my web app running without too many problems - but the old "Web" tab from the left hand side (which opened a filesystem view based at the webroot) seems to have gone...is there something I need to do to get it back, or has it gone forever?

That's gone, if you have a web module setup, you will see the same list
you had under the web tab under the web module icon.

Dude you need to read the J2EE forum. Everything is still there, bigger
and better, but a bit more complicated.

There is full support for Tomcat 4.06 and Tomcat 5

Sorry didn't mean to come across as rude or anything. We've been
posting lots of help over there, and I was just encouraging you to look
at the forum because the answers are in fact there.

Just make sure that what ever you do, you setup your project and web
modules from scratch.
