Not exactly. I've done it the way you describe, and it shows up as a topic but is never assigned a bug number. I found out later that you go to http://www.intellij.net/tracker/idea/browse and choose "Submit New Request." A form appears allowing you to give a description, specify the type (bug or feature request), the build and the operating system.
