What is the scope of the rollback action, in both the popup and menubar? Does the popup only rollback the current file? The the popup on the menubar rollback the entire project? Does rollback mean "update -C"?

Just noticed that you can't roll back directories, BTW - the option is only available for files, although you can have multiple files selected. Not sure whether it applies to all the selected files, or just the lead selection. I hope it's the former, because the latter is pretty unintuitive.

I believe it is to rollback to the last checked-in version.

Yes. But of a file or the entire project?
Of the current file, if you right-clicked on a file.
Of the current class/package/directory if you right clicked in the project view.

Thanks. Do you know the scope from the menubar?
It goes by whatever has the current input focus.
