Can you remove the javaws(Java Web Start) directory from the jre download? I doubt it's needed and it would reduce the size a little. May be a licensing issue though. Just a suggestion.
Prior to the 856-jre being available I pointed the startup file to use the stock 1.4.2 fron Javasoft and it seemes to work fine at first glance (no error messages from Idea on startup). I am sure there is a good reason for the self contained JRE but can anyone tell me what it is?

Sorry, but this time you missed it. I've just read the J2SDK 1.4.2 README file. Check the "Redistribution" section, and you'll see that it lists a series of optional files, and then notes:
+In addition, the Java Web Start product may be excluded from redistributions. The Java Web Start product is contained in a file named javaws-1_2-solaris-sparc-i.zip, javaws-1_2-solaris-i586-i.zip, javaws-1_2-linux-i586-i.zip, or javaws-1_2-windows-i586-i.exe, depending on the platform.+
