PHPStorm vs IntelliJ IDEA 13

I just bought PHPStorm, but now I'm looking at IntelliJ IDEA 13.
Am I correct that buying IntelliJ IDEA 13 and installing the PHP plugin will give me the exact same functionality as offered by PHPStorm?

If this is the case, I'd rather have bought IntelliJ IDEA 13 (even if it is more expensive) because I'm also doing Android development.
Then, if I buy IntelliJ IDEA 13, can I get a refund for PHPStorm?
