Why is the formatting different for these 2 functions?
I'm using PhpStorm PS-131.235 and I'm wondering why these 2 functions have different formattings when using reformat code?

Bump, this might be a bug in PhpStorm EAP.
It looks like a bug. You can file a bug report in YouTrack
