phpStorm Rest Client

I have been trying to test the rest client and all I get when running it is
java.net.ConnectException: Connection refused

With both the default url and my localhost url.

This is on Mac Lion, but if I remember correctly I had the same issue on Ubuntu.

Any insite would be great.
