OpenStack-Dashboard Horizon Essex and PyCharm

Hi guys,

I am interested in redesigning the Horizon Essex Version.  I am wondering if there is a way to create a stand alone version Horizon that I can modify using PyCharm then later deploy. Or if there is a tutorial on how to accomplish this, I am developing on windows 7 64bit..and wanted to see if it was possible.
