tooltip delay: 2000 to 700 (useful with using of kaypromoter plugin penelty)

hi. I searched for configure the tooltip delay: 2000 to 700 (2000 is my approximation).

i using kaypromoter plugin. it gives me seconds of penelty if i use the wrong shortcut so its useful for me to have the chance to know shortcuts by tooltip soon.
