Alt + #[0-9] How to assign a number to a tool window?

os: kubuntu 10.04 64 bit
PhpStorm 1.0
build 95.192

under 'general' in the default keymap it says "Alt + #[0-9]"  will open the corresponding tool window.

alt+1 opens 'projects'
alt+7 opens 'structure'
alt+6 opens 'TODO'

Its easy to tell the number to use becuase it is written on the tab that i would normally click on.  projects, structure, todo, all have numbers, but 'Version control',  'File Transfer', 'Remote Host' dont have those numbers.  Is there a way to assign the numbers to these tool windows?  Do they not have a number on purpose?
