Code Style > Arrangement not appearing

Using: PyCharm Community 3.4.1 on Windows 8.1

The following doc section describes an 'arrangement' tab that doesn't appear on my installation:

As well, all the 'rearrange code' options that appear elsewhere are greyed out.

What's the deal here?
