When are licenses available for purchase now - before release?

I am aware that the expected release data is "Spring" and that the cost will be as per AppCode.

Due to timing, my project has a short window to pre-purchase several licenses, even if the product is not yet available. Can this be done?

If not, I expect we will, unfortunately, not be able to use CLion at all.
