Decoy Alert! Seems that maybe the project was not configured or built properly. After a full clean and compile the gutter annotations now exists. Sorry.
Actually requiring full clean seems also bug, however I don't know how to reproduce it, so everything we can do is to try investigate problem, in case if it reoccuring often.
