Why can't you start a local server w/ a project checked out of subversion?
Just curious... I haven't had to use Subversion so far and as soon as I commited I lost the ability to start a local server from the local copy.
The whole green 'play' button is disaplyed. I guess I can't even do a local db:migrate? I resorted to just using a console window to start up the local copy. I really missed rubies console with the nice links to take you directly to where a problem is :(

What do you mean? Run configurations are missed?
Please check that Ruby SDK is set in RubyMine | File | Settings | Ruby SDK and Gems.
Could you take a screenshot of 'play' button? Also please attach idea.log as described at http://devnet.jetbrains.net/docs/DOC-1153
