Rails server not visible on a different machine

I notice that when I run Rails inside IJ, I can only view the rails server (localhost:3000) on the same machine. If I try from another machine the port seems blocked. I know this is an IntelliJ issue, because if I run it from the command line I can view my webapp from other machines.

This is not a windows firewall issue as it happens even with the firewall turned off.
